PENSIONS REVOLUTION! PenCom UNVEILS BIG REFORMS TO BOOST PAY, EXPAND COVERAGE

Over 241,000 Retirees Get Higher Pay As DG Vows End To Delays!
THE THEME:
“The reforms were announced at a media conference in Lagos with the theme, ‘From Freedom to Reality: Renewed Hope, Pension Security for Nigerians.'”
DG’S PROMISE:
“The Director-General of PenCom, Omolola Oloworaran, said the initiatives were designed to move the pension industry from policy reforms to measurable improvements in the lives of workers and retirees.”
THE RESULTS:
“She said the Pension Reform 1.0 initiative had resulted in higher monthly pension payments for more than 241,000 retirees, while pensions of former beneficiaries of the Nigeria Social Insurance Trust Fund, NSITF, had also been reviewed after years without adjustments.”
“According to her, outstanding arrears owed to affected pensioners had also been paid as part of efforts to address inherited pension liabilities.”
END OF DELAYS:
“PenCom said it had intensified measures to reduce delays in the payment of retirement benefits, including the use of a Federal Government bond intervention to address inherited pension obligations.”
The commission also disclosed that the approval process for retirement benefits had been significantly shortened, with some applications now completed within 48 hours, compared with the several months previously required in some cases.
Oloworaran said the commission was also accelerating the payment of accrued rights to newly retired workers who had experienced delays in accessing their benefits.
As part of efforts to strengthen retirement protection, PenCom said it had commenced an exit-benefit scheme for eligible employees of treasury-funded agencies to provide additional financial support to workers transitioning into retirement.
The commission is also planning to introduce PenCare, a healthcare pilot programme expected to provide free healthcare services to 30,000 low-income retirees.
PenCom also disclosed plans to introduce a minimum pension guarantee aimed at strengthening social protection for vulnerable pensioners and ensuring a basic level of retirement income.
On pension coverage, the commission said it was intensifying efforts to bring more workers in the informal sector into the Contributory Pension Scheme.
It said pension agents were being deployed to reach self-employed and informal-sector workers who have traditionally remained outside the formal pension system.
PenCom also reported growth in pension assets and registered contributors, as well as increased recovery of unpaid pension contributions from defaulting employers.
The commission said recovering outstanding contributions remained critical to protecting workers’ retirement savings and ensuring compliance with pension laws.
In the meantime, the PenCom Director-General outlined plans for a Pension Transformation Agenda 2030, which is expected to provide a long-term framework for deepening reforms, improving operational efficiency and strengthening confidence in the pension industry.
Under the proposed agenda, the pension industry is also expected to play a greater role in financing infrastructure development through responsible long-term investments.
PenCom, however, stressed that such investments would be guided by appropriate safeguards to protect pension assets and ensure that contributors’ interests remain paramount.
The commission urged employers to remit pension contributions promptly, stressing that the success of the pension system depended not only on regulatory reforms but also on employer compliance and active participation by workers.
It also encouraged contributors to monitor their pension accounts and hold relevant institutions accountable for the management of their retirement savings.
Meanwhile, PenCom is scheduled to hold its National Pension Week from October 26 to 30, as part of efforts to deepen public awareness of developments in the pension industry and engage stakeholders on the future of retirement security in Nigeria.
The commission is also expected to launch Pension Chronicles, an initiative designed to document and communicate developments in Nigeria’s pension sector.
PenCom said the reforms were intended to move the industry beyond policy changes towards tangible improvements in pension payments, benefit processing, coverage and retirement security.
For millions of Nigerians approaching retirement, the ultimate measure of the reforms will be whether they deliver a pension system that is more efficient, inclusive, transparent and reliable, while providing meaningful financial security for retirees.
