The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has reaffirmed its dedication to combating corruption in the upstream petroleum sector.
According to the Chief Executive, NUPRC, Gbenga Komolafe, the commission has made significant strides in fighting corruption through innovative ideas and digital technology, aligning with the principles of the Petroleum Industry Act 2021 (PIA) .
Some of the key initiatives and programs implemented by the NUPRC include:
– *Implementation of the Oil and Gas Industry Service Permit (OGISP) portal*: Reduces human interaction in permit processes, minimizing bribery and inefficiencies.
– *Open competitive bid process for petroleum licenses and leases*: Ensures transparency in awarding licenses and leases.
– *HostComply platform*: Enhances administration of Host Communities Development Trusts (HCDTs).
– *Anti-Corruption and Transparency Unit (ACTU)*: Established to promote transparency and accountability within the organization, with a separate budgetary line for effective operation.
The NUPRC ACTU has been instrumental in:
– *Creating awareness and educating staff*: On NUPRC’s zero-tolerance policy for corruption.
– *System study and reviews*: Of major regulatory activities, such as the Nigerian Gas Flare Commercialisation Programme.
– *Encouraging whistleblowing*: Through complaint boxes and secure email channels.
These efforts have already yielded positive results, including increased investor confidence and improved revenue inflows to the Federation Account.
The NUPRC emphasizes that combating corruption requires collaboration from all stakeholders, including government agencies, industry operators, civil society, and citizens .
