FCT PERM SEC STAY IN OFFICE VIOLATES CIVIL SERVICE RULES — GROUP BLASTS WIKE OVER WANKI’S ILLEGAL TENURE EXTENSION
GREATRIBUNETVNEWS–A Civil Society group, ‘Justice Now’, has called out FCT Minister, Nyesom Wike, over what it describes as illegal retention of the FCT Permanent Secretary, Ibrahim Adamu Wanki, long after his retirement.
The group in a statement by its National co-ordinator Alex Ogbuefu, alleged Wanki retired as Perm Sec since 26th June, 2025, but Wike extended his stay till 26th June, 2026 against the Civil Service Act.
“We are now in the month of August. Mr Adamu’s one year tenure extension has expired, yet he has refused to step down as PS,” the group stated.
“Despite the fact that the Establishment Act/Constitution gives no room for service elongation. The man is still in the office to date,” it added — a move it says contradicts the letters and spirit of civil service rules.
Efforts by GREATRIBUNETVNEWS to reach the media aide to the FCT Minister for reaction on the alleged tenure elongation were unsuccessful, as calls to his telephone line failed to connect.
Key Issues Raised By The Group:
1. Illegal One-Year Extension:
> “Against the civil service act, Hon. Min. FCT Nyesom Wike extended his stay till 26th June 2026.”
2. Refusal To Vacate Office After Expiration:
> “We are now in the month of August. Mr Adamu’s one year tenure extension has expired, yet he has refused to step down as PS.”
3. Violation Of Establishment Act & Constitution:
> “Despite the fact that the Establishment Act/ Constitution gives no room for service elongation. The man is still in the office to date.”
4. Breach of Public Service Rule On Retirement Age — PSR 020810:
> “The compulsory retirement age for grades in the service shall be _60 years or 35 years of pensionable service, whichever is earlier_.”
5. Breach of Tenure Policy For Perm Secs — PSR 020909:
“A Director or its equivalent… shall _compulsorily retire upon serving eight years_ on the post; and a _Permanent Secretary shall hold office for a term of four years and renewable for a further term of four years, subject to satisfactory performance and no more_.”
The group insisted that PSR does not support elongation except for Judicial Officers, University Academic Staff and Teachers, stressing that any extension beyond 60/35 or beyond 4+4 years for a Perm Sec contravenes PSR 020810 and PSR 020909.
