What we heard as of Monday, 4, 2023.
Good morning! As some construction work may still be going on, it means commissioning will still have to be done. This will take at least 3 months. But, from what I have heard, the rehabilitation is practically completed. People, therefore, need not worry. We shall get products from the plant pretty soon, speaking as a refinery manager, that is! I can not be categorically assertive because I have not been there. —-Industry stakeholder

Kyari confirms that the Port Harcourt refinery will start working in December
The Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL), Mele Kyari, has confirmed that the Port Harcourt refinery will start working in December 2023.
